Every article in this series so far has been about things: pipes, tanks, plants, drains, dollars. But none of those things run themselves. Behind every small-town water system is a person who knows which valve sticks, which pump runs hot and what the plant sounds like when something’s about to go wrong. In a lot of Illinois villages, that person has been doing the job for thirty years, is somewhere north of sixty and is thinking hard about retiring.

When they go, they take the whole system with them. Not the pipes. The knowledge. And there is often no one lined up to replace it.

The Job you Never Think About

Turn on your tap and clean water comes out because a certified operator made it happen. State law is strict about this. Every community water supply in Illinois must employ at least one person certified as competent as a water supply operator, and the whole system has to be under the direct supervision of that certified operator. This isn’t optional. It’s not a formality. It’s the legal line between “public water supply” and “a pump nobody’s allowed to run.”

Getting certified takes real work: specific experience, education, and a passing exam score, plus continuing education to keep the certificate current. The more complex the treatment, the higher the class of operator required. A village doesn’t just need a warm body. It needs a licensed professional, and it needs one every single day the water is running.

In a small town, that professional usually does far more than the license describes. National experts who study this point out that small-system operators are often the system’s record keepers, holding extensive knowledge of how the system works that may not be written down anywhere except in their own heads. One person is the operator, the historian, the emergency plan and the troubleshooting manual, all at once. Which means a single retirement, illness or extended leave can cripple the system overnight.

The Silver Tsunami

Now the bad news, and it’s national in scale. The water workforce is old and getting older, and the wave of retirements has a name in the industry: the silver tsunami.

The EPA estimates that between 30 and 50 percent of the water workforce will be eligible to retire within the next 5 to 10 years. A Brookings Institution analysis of the numbers found the workforce is dramatically grayer than the country as a whole: 88 percent of water treatment plant operators were 45 or older, compared with 45 percent of the overall workforce. Roughly one-third of the entire water workforce is expected to become eligible for retirement within the decade, which the U.S. Bureau of Labor Statistics translates to an estimated 10,000 operator openings every year through 2034.

The pipeline to replace them is nearly empty. According to Bureau of Labor Statistics data, only about one percent of water and wastewater operators nationally are 24 or younger. An entire profession is aging out, and the young workers who would normally backfill it aren’t showing up.

Why Small Towns get Hit First and Worst

A big-city utility feels the same squeeze, but it has room to absorb it. It employs dozens of operators, so one retirement is a gap, not a collapse. It can pay competitively, run its own training, and promote from within. When a shift needs covering, someone covers it.

A village of a few hundred people has one operator. Maybe one and a backup. When that operator retires, there is no bench. And the village is trying to hire in the worst possible market, competing for a scarce licensed professional against every other town and every private utility in the region, while offering small-town wages and part-time hours. As one national analysis put it, this shortage is not like other labor shortages, because a water system is not something you can simply switch off when you’re short-staffed. The water has to be safe today, tomorrow and every day after, licensed operator or not.

This connects straight to a pattern from earlier in the series. Small systems already account for a hugely disproportionate share of the country’s drinking water violations. One reason is less money to attract and keep the skilled operators the rules require. The operator shortage isn’t separate from the infrastructure crisis. It’s the same crisis, wearing a hard hat.

The Knowledge that Walks out the Door

The scariest part isn’t the empty desk. It’s the memory loss.

A new operator can be hired and eventually trained. But a thirty-year operator carries a mental map of the system that no diploma transfers. Where the old valves are that aren’t on any drawing. Which stretch of main freezes first. What the pumps sounded like the last time one failed. When that person leaves without spending months walking a successor through it, the town doesn’t just lose an employee. It loses its own operating manual, and it may not discover what’s missing until the night something breaks and nobody knows where to look.

For a village that never wrote any of it down, and many never did, a retirement can quietly reset the system’s institutional knowledge to zero.

What a Small Town can Actually Do

As with everything in this series, there’s no cheap escape. But there are real, affordable moves, and the best of them cost more attention than money.

Write it down before it walks out. The single most valuable and least expensive thing a village can do is get its veteran operator’s knowledge out of their head and onto paper while they’re still on the job. Maps, quirks, procedures, the location of every buried valve. A succession plan that overlaps the retiring operator with a trainee for a season is worth far more than its cost.

Use the contract-operator option. Illinois law lets a community water supply meet its certified-operator requirement by contracting with a qualified certified operator rather than employing one directly, under a state-approved contract that spells out minimum visits and responsibilities. For a town that can’t attract a full-time operator, a shared or contract operator covering several small systems can keep the water legal and safe.

Share across town lines. Neighboring villages facing the identical problem can pool the position, jointly employing or contracting an operator who serves them all. It spreads a scarce professional across the towns that each can’t afford one alone.

Grow your own. Operator jobs pay above-average wages for work that starts with a high school diploma and no college degree, which makes them a genuine local-career opportunity if young people ever hear about them. Apprenticeships and early recruitment, reaching students before they leave town for good, are the long-term fix the whole industry is pointing to.

Lean on the help that already exists. The Illinois Rural Water Association runs training and certification pathways and sends circuit riders, roving technical experts who visit small systems to help with operations and problems, across the state. This is exactly the kind of outside capacity a one-operator town can’t build on its own, and it’s already funded to help.

Why it Matters

It’s easy to treat a retiring water operator as a routine HR problem, one more position to post and fill. It isn’t. In a small Illinois town, that one person may be the only thing standing between the community and a boil order, a failed treatment process or a violation notice. The pipes can be sound, the plant can be paid off and the system can still fail because there’s no one certified left to run it.

Clean water doesn’t happen by accident. It happens because someone with a license and thirty years of hard-won knowledge shows up every day and makes it happen. The quiet crisis facing small-town Illinois is that those people are leaving, and not enough is being done to replace them.
